Add SonarQube Generic Test Data reporter

Browse Source 
It outputs reports in the `Generic Execution Test Data` format, see
https://docs.sonarqube.org/latest/analysis/generic-test/, specifically

Close #1738 (this is a cherry-pick and fixup of that PR)
