Add config to run shimatta_kenkyusho with arbitrary UID:GID.
Fix a minor typo in a js filename
Add management command that checks if a superuser is present. If not, at the start of the container, a default user admin:admin will be generated which allows immediate login into a fresh system.

Exclude run folder from docker. It is used for local debugging of containers 0c4f1f9dba
