Disable CATCH_INTERNAL_IGNORE_BUT_WARN for NVHPC Compilers

- NVHPC's implementation of `__builtin_constant_p` has a bug which
    results in calls to the immediately evaluated lambda expressions to be
    reported as unevaluated lambdas.
